CHRC Gives Update on Khieu Samphan's Condition in Kandal Provincial Prison

KANDAL: A working group of the Cambodian Human Rights Committee (CHRC) visited former Khmer Rouge leader, Khieu Samphan, at Kandal Provincial Prison last Friday, 24 March 2023.

Khieu Samphan's caregiver confirmed to the CHRC that the elder convict was in good health, could eat well and is also able to move around on his wheelchair on his own.

Minister Attached the Prime Minister and Chairman of the CHRC, Keo Remy, instructed his team to provide the provincial prison with eight medications for their inventory.

He emphasized that inspecting the human rights situation in prisons throughout Cambodia is one of the CHRC’s main missions, to ensure the human rights of prisoners are also protected.

Khieu Samphan, the former head of state of the Democratic Kampuchea controlled by the Khmer Rouge, was transferred to Kandal Provincial Prison in early February 2023 to serve his life sentence.

The last surviving leader of the Khmer Rouge was transferred back to Kandal Provincial Prison after the Khmer Rouge tribunal officially closed its doors and the tribunal building was handed back over to the Royal Cambodian Army on 28 December 2022.

Khieu Samphan was first arrested on 19 November 2007 and detained under the jurisdiction of the Co-Investigating Judges on charges of involvement in crimes committed during the Khmer Rouge regime.

In August 2014, the Trial Chamber convicted Khieu Samphan and Nuon Chea of crimes against humanity for the persecution, murder and other inhumane acts committed during the forced evacuation of civilians from Phnom Penh and other towns.

In November 2018, the Trial Chamber convicted Nuon Chea and Khieu Samphan of genocide, crimes against humanity and grave breaches of the Geneva Conventions for acts such as persecution, enslavement, detention, inhumane acts, forced marriage, rape, torture, murder, massacre, and forced disappearances.

Both defendants were sentenced to life in prison in a second trial. In August 2019, Nuon Chea passed away, leading to the termination of his proceedings, but on 22 September 2022, the Extraordinary Chambers in the Courts of Cambodia upheld Khieu Samphan's sentence of life imprisonment.
